What means the numbers in the table "TP10/22/32 Tillerpilot response control" given in the respective product User Guide? Like 0.3 0.4 0.5.... etc

These values are degrees. Depending on setting of response control from 1 to 9. And depending on setting seastate "ON" or "OFF". So for response level 3 you will have Rudder gain 0,4 and Counter rudder 2,4 in low speed (HI parameters). The value 0,4 is like Rudder gain. 1 deg off heading will give 0,4 deg rudder.
Dead band in sea state is how many deg. The boat will be allowed to move before the autopilot make an action.
Specially in bad weather we do not want the autopilot to use the rudder as much as in nice calm whether.
